A CONCURRENT RESOLUTION
To urge the President of the United States, the 1
Secretary of the Treasury, the head of the 2
President's Auto Task Force, the President of 3
General Motors, and the President of the Delphi 4
Corporation to treat all of the General 5
Motors-Delphi retirees fairly and equitably and 6
provide for the full earned pensions and other 7
post employment benefits in the same manner for 8
all groups.9


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, In the General Motors-Delphi Corporation bankruptcy 10
proceedings, which were guided by the United States Treasury and 11
the President's Auto Task Force, all Delphi Corporation employee 12
pension funds were transferred to the Federal Pension Benefit 13
Guarantee Corporation; and14

       WHEREAS, The earned pensions of all Delphi retirees are part 15
of their promised compensation; and16

       WHEREAS, General Motors has agreed to "top up" the pension 17
plans of the Delphi hourly employees represented by the United 18
Auto Workers (UAW), the International Union of Electronic, 19
Electrical, Salaried, Machine, and Furniture Workers-Communication 20
Workers of America (IUE-CWA), and the United Steel Workers (USW); 21
and22

       WHEREAS, General Motors has not agreed to "top up" the 23
pension plans of the Delphi salaried retirees and the Delphi 24
hourly retirees represented by the International Brotherhood of 25
Electrical Workers (IBEW), the International Association of 26
Machinists and Aerospace Workers (IAMAW), and the International 27
Union of Operating Engineers (IUOE); and 28

       WHEREAS, Funds for the health care insurance promised as a 29
retirement benefit have been provided for the UAW, totally 30
eliminated for the Delphi salaried retirees, and greatly reduced 31
for the IUE-CWA, the USW, the IBEW, the IAMAW, and the IUOE; and32

       WHEREAS, This is unfair and inequitable treatment of the 33
different working groups and will lead to thousands of job losses 34
in the State of Ohio; and35

       WHEREAS, the Delphi retirees all worked for the same company 36
side-by-side for twenty, thirty, or even more than forty years; 37
and38

       WHEREAS, The Delphi retirees worked loyally, faithfully, and 39
beneficially for General Motors and the Delphi Corporation; and 40

       WHEREAS, All of the Delphi retirees are equally deserving of 41
their post-employment benefits; and42

       WHEREAS, All of the Delphi retirees deserve equal treatment 43
from their federal government; now therefore be it44

       RESOLVED, That we, the members of the 128th General Assembly 45
of the State of Ohio, hereby urge the President of the United 46
States, the Secretary of the Treasury, the head of the President's 47
Auto Task Force, the President of General Motors, and the 48
President of the Delphi Corporation to immediately remedy the 49
injustice, treat all of the General Motors-Delphi retirees fairly 50
and equitably, and provide for the full earned pensions and other 51
post employment benefits in the same manner for all groups; and be 52
it further53

       RESOLVED, That the Clerk of the Senate transmit duly 54
authenticated copies of this resolution to the President of the 55
United States, the Secretary of the Treasury, the head of the 56
President's Auto Task Force, the chief executive officers of 57
General Motors and the Delphi Corporation, and the news media of 58
Ohio.59
