To create the Compact with Ohio Cities Task Force to | 1 |
help cities compete for residents and jobs, and to | 2 |
stimulate economic growth. | 3 |
WHEREAS, The House of Representatives is dedicated to | 4 |
initiating a cooperative effort to create a common agenda of | 5 |
specific public policy actions that will help Ohio's cities to | 6 |
better compete for residents and jobs, and to stimulate economic | 7 |
growth in the cities and the state; and | 8 |
WHEREAS, The House of Representatives desires to create a | 9 |
Compact with Ohio Cities Task Force to undertake this effort; now | 10 |
therefore be it | 11 |
RESOLVED, That the mission of the Compact with Ohio Cities | 12 |
Task Force is to do, and to issue a report concerning, all of the | 13 |
following: | 14 |
(1) Identify and classify incentives and disincentives to | 15 |
urban economic development, including tax credits, bond issuance | 16 |
opportunities, infrastructure support, and funds for capital | 17 |
improvements that are available to cities for economic | 18 |
development; | 19 |
(2) Identify services and benefits provided by each city that | 20 |
may be consolidated to achieve greater efficiencies and more | 21 |
comprehensive services using moneys in the Local Government Fund | 22 |
and other relevant funding sources; | 23 |
(3) Create a new, comprehensive urban economic development | 24 |
vision for Ohio by working with the Governor, the General | 25 |
Assembly, and other state officials; | 26 |
(4) Provide innovative strategies to address housing, mass | 27 |
transportation, infrastructure, environmental, and labor force | 28 |
challenges facing Ohio's cities; | 29 |
(5) Identify methods to support cities' community economic | 30 |
development efforts; | 31 |
(6) Advise how to strengthen the role of cities as anchors | 32 |
for regional economic development; | 33 |
(7) Recommend a process by which a partnership among federal, | 34 |
state, and local governments, private enterprises, foundations, | 35 |
colleges and universities, and other entities may be forged to | 36 |
identify and support opportunities to overcome obstacles to | 37 |
community and economic development in cities; | 38 |
(8) Share best practices in community and economic | 39 |
development, public safety, transportation, education and work | 40 |
force development, civic engagement, and city management; | 41 |
(9) Identify methods by which local governments may more | 42 |
effectively share revenue within entire regions to receive the | 43 |
benefits and pay the costs of development; | 44 |
(10) Identify and address any other topics affecting urban | 45 |
economic development efforts; and be it further | 46 |
RESOLVED, That the Compact of Ohio Cities Task Force shall be | 47 |
composed of the following members appointed by the Speaker of the | 48 |
House of Representatives: | 49 |
(1) The chairpersons, vice-chairpersons, and ranking minority | 50 |
members of the House Housing and Urban Revitalization Committee, | 51 |
the House Economic Development Committee, and the House | 52 |
Transportation and Infrastructure Committee; | 53 |
(2) Two mayors or city managers of cities with a population | 54 |
of more than one hundred thousand; | 55 |
(3) One mayor or city manager of a city with a population of | 56 |
more than fifty thousand but less than one hundred thousand; | 57 |
(4) One mayor or city manager of a city with a population | 58 |
that does not exceed fifty thousand; | 59 |
(5) One representative of the Ohio Municipal League; | 60 |
(6) One representative of the County Commissioners' | 61 |
Association of Ohio; | 62 |
(7) One representative of the Ohio Association of Public | 63 |
Treasurers; | 64 |
(8) One representative of a metropolitan/regional planning | 65 |
commission; | 66 |
(9) The Director of Development, the Tax Commissioner, a | 67 |
member of the eTech Ohio Commission, and the Governor, or their | 68 |
designees; | 69 |
(10) Two representatives of nonprofit policy research | 70 |
organizations; | 71 |
(11) One representative of the American Federation of State, | 72 |
County, and Municipal Employees; | 73 |
(12) One representative of the Ohio Chamber of Commerce; | 74 |
(13) One representative of a port authority; | 75 |
(14) One representative of a statewide or regional police or firefighter | 76 |
association or organization; | 77 |
(15) One representative of the small business community; | 78 |
(16) One representative of a regional economic development | 79 |
organization. | 80 |
The chairperson of the House Housing and Urban Revitalization | 81 |
Committee shall serve as chairperson of the Task Force, and the | 82 |
chairperson of the House Economic Development Committee shall | 83 |
serve as vice-chairperson of the Task Force; and be it further | 84 |
RESOLVED, That all members of the Task Force shall serve | 85 |
without compensation; and be it further | 86 |
RESOLVED, That the Task Force shall hold its first meeting | 87 |
not later than fifteen days after the passage of this resolution, | 88 |
and shall submit its report to the Speaker of the House of | 89 |
Representatives, the President of the Senate, and the Governor | 90 |
not later than September 30, 2009, after which the Task Force | 91 |
shall cease to exist; and be it further | 92 |
RESOLVED, That the Clerk of the House of Representatives | 93 |
shall transmit duly authenticated copies of this resolution to the | 94 |
Speaker of the House of Representatives, to the President of the | 95 |
Senate, to the Governor, and to the news media of Ohio. | 96 |
