A CONCURRENT RESOLUTION
To urge the Administration of President Barack Obama 1
to reconsider proposals to increase taxes on 2
producers of coal, natural gas, and petroleum and 3
instead commit to adopting policies that encourage 4
domestic production of these important resources.5


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, Coal, natural gas, and petroleum are vital to our 6
national economy and comprise almost 70% of the energy used to 7
produce electricity in the United States. In addition, fuel oil 8
derived from petroleum and natural gas are the primary heating 9
fuels used in many parts of the nation, including Ohio; and10

       WHEREAS, Petroleum is used in a broad spectrum of products 11
such as fuel for motor vehicles and aircraft, asphalt for roads, 12
tars for roofing, and waxes for food wrapping. Petroleum is used 13
as well in solvents for paints, cosmetics, and dry cleaning 14
products and provides the building blocks for many plastics and 15
foams; and16

       WHEREAS, The Administration of President Barack Obama has 17
proposed increasing taxes on producers of coal, natural gas, and 18
petroleum in its latest budget proposal. Increasing taxes on these 19
vital resources will hinder economic growth, cost consumers 20
billions of additional dollars in heating fuel costs, result in 21
increased prices for a myriad of other products, and hinder the 22
domestic production of fossil fuels, thus increasing our reliance 23
on foreign imports; and24

       WHEREAS, The burden of additional costs to consumers will 25
fall disproportionately on those citizens of the United States who 26
are least able to afford them; and27

       WHEREAS, The United States has abundant proven reserves of 28
coal, natural gas, and petroleum, and increasing their production 29
will benefit the nation's economy by lowering the cost of energy 30
and reducing our reliance on foreign sources of fuel; now 31
therefore be it32

       RESOLVED, That we, the members of the 129th General Assembly 33
of the State of Ohio, in adopting this resolution, strongly urge 34
the Administration of President Barack Obama to reconsider 35
proposals to increase taxes on producers of coal, natural gas, and 36
petroleum and instead commit to adopting policies that encourage 37
domestic production of these important resources; and be it 38
further39

       RESOLVED, That the Clerk of the House of Representatives 40
transmit duly authenticated copies of this resolution to President 41
Barack Obama, the Speaker and Clerk of the United States House of 42
Representatives, the President Pro Tempore and Secretary of the 43
United States Senate, the members of the Ohio Congressional 44
delegation, and the news media of Ohio.45
