To urge the Congress of the United States to | 1 |
appropriate funds for the telemedical diagnosis | 2 |
and treatment of traumatic brain injury in | 3 |
military service members and veterans at United | 4 |
States Department of Veterans Affairs medical | 5 |
facilities. | 6 |
WHEREAS, Traumatic brain injury is an injury to the brain | 7 |
from an external force that may lead to the temporary or permanent | 8 |
impairment of the patient's cognitive, behavioral, or physical | 9 |
functions; and | 10 |
WHEREAS, The United States Armed Forces Health Surveillance | 11 |
Center reports that more than 233,000 members of the United States | 12 |
military have suffered traumatic brain injuries since 2000; and | 13 |
WHEREAS, Many traumatic brain injuries in military service | 14 |
members and veterans may remain undiagnosed; and | 15 |
WHEREAS, A specialist in physical medicine and rehabilitation | 16 |
is required to diagnose and treat traumatic brain injury; and | 17 |
WHEREAS, Many Department of Veterans Affairs medical | 18 |
facilities lack the resources to provide military service members | 19 |
and veterans with sufficient access to physical medicine and | 20 |
rehabilitation specialists; and | 21 |
WHEREAS, The installation of video teleconference systems in | 22 |
200 Department of Veterans Affairs medical facilities would | 23 |
provide military service members and veterans with timely and | 24 |
cost-effective access to physical medicine and rehabilitation | 25 |
specialists for the diagnosis and treatment of traumatic brain | 26 |
injury; and | 27 |
WHEREAS, The Operation Resurrection program proposed by The | 28 |
Resurrecting Lives Foundation would provide the necessary video | 29 |
teleconference equipment and physical medicine and rehabilitation | 30 |
specialists to diagnose and treat traumatic brain injury in | 31 |
military service members and veterans; training for Department of | 32 |
Veterans Affairs medical facility staff in the treatment of | 33 |
traumatic brain injury; a national database to record treatments, | 34 |
outcomes, and best practices for treating traumatic brain injury | 35 |
in military service members and veterans; and educational | 36 |
materials about traumatic brain injury for military service | 37 |
members, veterans, and their families; and | 38 |
WHEREAS, The Resurrecting Lives Foundation estimates a total | 39 |
cost for the Operation Resurrection program of $12.18 million for | 40 |
the first year and a subsequent annual cost of $9.65 million; now | 41 |
therefore be it | 42 |
RESOLVED, That we, the members of the 129th General Assembly | 43 |
of the State of Ohio, urge the Congress of the United States to | 44 |
appropriate funds for the Operation Resurrection program to | 45 |
facilitate the telemedical diagnosis and treatment of traumatic | 46 |
brain injury in military service members and veterans at United | 47 |
States Department of Veterans Affairs medical facilities; and be | 48 |
it further | 49 |
RESOLVED, That the Clerk of the House of Representatives | 50 |
transmit duly authenticated copies of this resolution to the | 51 |
Speaker and Clerk of the United States House of Representatives, | 52 |
to the President Pro Tempore and Secretary of the United States | 53 |
Senate, to the members of the Ohio Congressional delegation, and | 54 |
to the news media of Ohio. | 55 |
