A JOINT RESOLUTION
Applying for an Article V amendments convention.1


BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       WHEREAS, Article V of the Constitution of the United States 2
provides authority for a convention to be called by the Congress 3
of the United States for the purpose of proposing amendments to 4
the Constitution upon application of two-thirds of the 5
legislatures of the several states ("amendments convention"); and6

       WHEREAS, The General Assembly of the State of Ohio favors the 7
proposal and ratification of an amendment to said Constitution 8
which shall provide that an increase in the federal debt requires 9
approval from a majority of the legislatures of the separate 10
states; now therefore be it11

       RESOLVED, That, as provided for in Article V of the 12
Constitution of the United States, the General Assembly of the 13
State of Ohio herewith respectfully applies for an amendments 14
convention to be called for the purpose of proposing an amendment 15
which shall provide that an increase in the federal debt requires 16
approval from a majority of the legislatures of the separate 17
states; and be it further18

       RESOLVED, That the amendments convention contemplated by this 19
application shall be entirely focused upon and exclusively limited 20
to the subject matter of proposing for ratification an amendment 21
to the Constitution providing that an increase in the federal debt 22
requires approval from a majority of the legislatures of the 23
separate states; and be it further24

       RESOLVED, This application constitutes a continuing 25
application in accordance with Article V of the Constitution of 26
the United States until at least two-thirds of the legislatures of 27
the several states have made application for an equivalently 28
limited amendments convention; and be it further29

       RESOLVED, That the Clerk of the House of Representatives 30
transmit duly authenticated copies of this resolution to the 31
President of the United States Senate, the Speaker of the United 32
States House of Representatives, each member of the Ohio 33
delegation to the United States Congress, and the presiding 34
officers of each house of the several state legislatures, 35
requesting their cooperation in applying for the amendments 36
convention limited to the subject matter contemplated by this 37
application.38
