129th General Assembly
Regular Session
2011-2012
S. R. No. 354

Senator Wagoner

A RESOLUTION
In memory of Dr. Richard Dale Ruppert.

WHEREAS,  The members of the Senate of the 129th General Assembly of Ohio were deeply saddened to learn of the death of Dr. Richard Dale Ruppert and extend our heartfelt condolences to his family and friends; and

WHEREAS,  Dick Ruppert left an indelible impression on the people whose lives he touched, and he will be remembered as a spirited individual who contributed immeasurably to the world around him. Among his many endeavors, he was a president retired from The Medical College of Ohio, where he was instrumental in the creation of the School of Nursing, the School of Allied Health, and the Graduate School and the construction of such buildings as Dowling Hall, the Coghlin Rehabilitation Pavilion, the Henry L. Morse Sports and Kobacker centers, and the ambulatory care center, which was named in his honor in 1993. He had previously served as a chief resident, a professor of gastroenterology, assistant dean, and medical director of patient services for The Ohio State University College of Medicine and a vice chancellor for health affairs with the Ohio Board of Regents, and the love, compassion, and understanding he so readily extended to others will long remain in the hearts and minds of all who knew him; and

WHEREAS,  Dick Ruppert's regard for improving the quality of life in our society was clearly evident in his personal sacrifices of time and effort to his family, friends, and community. Upon his retirement from MCO, he held the post of chairman of the Toledo-Lucas County Port Authority Board, and he was active with such organizations as the American Society of Internal Medicine, the United Way of Greater Toledo, the Fort Meigs and Ohio historical societies, the Toledo Rotary, the Hayes Presidential Center Board, the Torch Club, the Foster Group, and the PICO Holdings, Inc., and The Physicians Insurance Company of Ohio boards of directors. Giving generously of his energy and abilities in all of his endeavors, he displayed exceptional concern and insight, and his absence will be keenly felt; and

WHEREAS,  A loving husband to his wife, Elizabeth, a devoted father to his four daughters, Victoria, Elizabeth, Rebecca, and Julie, and the proud grandfather of seven grandchildren, Alexandria, Caitlin, Kinkade, Chessica, Natalie, Kyle, and Lena, Dick Ruppert always used his talents to the benefit of others, and the laurels of his life stand as a tribute not only to him but also to those he left behind. Although the void his death has created can never be filled, the legacy of care and commitment he established will surely live on. The world is a richer place for his having been in it, and he will be sorely missed; therefore be it

RESOLVED,  That we, the members of the Senate of the 129th General Assembly of Ohio, in adopting this Resolution, express a profound sense of loss and sincere regret at the death of Dr. Richard Dale Ruppert and, in so doing, pay tribute to the memory of a truly unique individual; and be it further

RESOLVED,  That the Clerk of the Senate transmit a duly authenticated copy of this Resolution to the family of Dr. Richard Dale Ruppert.

I, Vincent L. Keeran, hereby certify that the above is a true and correct copy of Senate Resolution No. 354, adopted by the Ohio Senate, October 25, 2012.
