A RESOLUTION
To commend Israel for its cordial and mutually 1
beneficial relationship with the United States and 2
Ohio and to support Israel in its legal, 3
historical, and moral right of self-governance and 4
self-defense on the entirety of its own lands.5


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO:

       WHEREAS, Israel has been granted its lands under and through 6
the oldest recorded deed, the Old Testament, a tome of scripture 7
held sacred and revered by Jews and Christians. The claim and 8
presence of the Jewish people in Israel have remained constant 9
throughout the past 4,000 years of history; and10

       WHEREAS, The legal basis for the establishment of the modern 11
State of Israel was a binding act of international law established 12
in the San Remo Resolution, which was unanimously adopted by the 13
League of Nations in 1922 and subsequently affirmed by both houses 14
of the United States Congress. This resolution affirmed the 15
establishment of a national home for the Jewish people in the 16
historical region of the Land of Israel. In addition, Article 80 17
of the United Nations charter recognized the continued validity of 18
the rights granted to states or peoples that already existed under 19
international instruments. Thus, the San Remo Resolution remains 20
valid, and the 650,000 Jews currently residing in the areas of 21
Judea, Samaria, and eastern Jerusalem reside there legitimately; 22
and23

       WHEREAS, Israel declared its independence and self-governance 24
on May 14, 1948, with the goal of reestablishing its God-given and 25
legally recognized lands as a homeland for the Jewish people; and26

       WHEREAS, The United States, having been the first to 27
recognize Israel as an independent nation and as Israel's 28
principal ally, has enjoyed a close and mutually beneficial 29
relationship with Israel and its people. Israel is the greatest 30
friend and ally of our country in the Middle East, and the values 31
of our two nations are so intertwined that it is impossible to 32
separate one from the other; and33

       WHEREAS, There are those in the Middle East who have 34
continually sought to destroy Israel from the time of its 35
inception as a state, and those same enemies of Israel also hate 36
and seek to destroy the United States; and37

       WHEREAS, The State of Ohio and Israel have enjoyed cordial 38
and mutually beneficial relations since 1948, a friendship that 39
continues to strengthen with each passing year; now therefore be 40
it41

       RESOLVED, That we, the members of the House of 42
Representatives of the 130th General Assembly of the State of 43
Ohio, commend Israel for its cordial and mutually beneficial 44
relationship with the United States and Ohio and support Israel in 45
its legal, historical, and moral right of self-governance and 46
self-defense on the entirety of its own lands, thus recognizing 47
that Israel is neither an attacking force nor an occupier of the 48
lands of others and that peace can be afforded the region only 49
through a whole and united Israel; and be it further50

       RESOLVED, That the Clerk of the House of Representatives send 51
duly authenticated copies of this resolution to the President of 52
the United States, to the Speaker and Clerk of the United States 53
House of Representatives, to the President Pro Tempore and 54
Secretary of the United States Senate, to the members of the Ohio 55
Congressional delegation, and to the news media of Ohio.56
