·        Creates the National Statuary Collection Study Committee to recommend an individual to replace Governor William Allen as one of Ohio's representatives in the National Statuary Collection in the United States Capitol.

The National Statuary Hall Collection in the United States Capitol is comprised of statues donated by individual states to honor persons notable in their history.  All states are invited to contribute two statues for display.  As of 2006, there are 100 statues donated by 50 states.  Kansas has replaced one of its two statues.

Ohio designated its two statues in the 1880s:  James A. Garfield and William Allen.  Allen (1803-1879) served one term as an Ohio Representative in the United States House of Representatives (1832-1834) and two terms as an Ohio Senator in the United States Senate (1837-1849).  He subsequently served one term as Ohio's 31st Governor (1874-1876).

The act creates a committee to study and review the lives of Ohio citizens who positively represent Ohio based on talents, character, and contributions and to recommend an individual to replace Governor William Allen as one of Ohio's two representatives in the National Statuary Collection in the United States Capitol.  The committee, denoted the National Statuary Collection Study Committee, must consist of at least six members:  three members of the Senate, appointed by the Senate President, with one member appointed from a recommendation by the Senate Minority Leader, and three members of the House of Representatives, appointed by the House Speaker, with one member appointed from a recommendation by the House Minority Leader.  In addition, the committee may appoint nonvoting members who represent state agencies, educational institutions, or private organizations that have expertise in Ohio history.  The members of the committee must serve without compensation.  (Section 1(A), (B), and (C).)

The act requires the legislative member appointments to be made not later than 30 days after the act's effective date.  The chairperson of the committee must be a member of the Senate appointed by and designated by the Senate President.  The vice chairperson must be a member of the House of Representatives appointed by and designated by the House Speaker.  (Section 1(B).)

The committee must meet as often as necessary to carry out its duties and responsibilities.  Not later than one year after the act's effective date, the committee must prepare and submit a report to the General Assembly on its recommendation of an individual who should replace Governor William Allen as one of Ohio's representatives in the National Statuary Collection in the United States Capitol.  The committee, which is not subject to the Sunset Review Law, ceases to exist on submission of its report.  (Section 1(B), (C), and (D).)
