The voting members so appointed by the governor shall be individuals who are knowledgeable in at least one of the following fields: aerospace technology, national defense issues associated with aerospace technology, issues facing private enterprises that conduct business in the aerospace industry, technology commercialization, or other fields that are relevant to the mission of the council as determined by the governor.
The governor shall make the appointments of the voting members so that they represent, as determined by the governor, designated geographical regions of the state in the following manner: not less than two voting members shall represent the Cleveland metropolitan region; not less than two voting members shall represent the Miami valley region; and any remaining voting members shall represent all other regions of the state. All of the voting members so appointed by the governor shall be employees or former employees of private enterprises, except that not less than two of the voting members shall be faculty members of a public or private institution of higher education associated with aerospace technology matters.
