BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 3313.614 of the Revised Code be | 4 |
enacted to read as
follows: | 5 |

Sec. 3313.614. (A)(1) Notwithstanding the requirements of | 6 |
sections
3313.61, 3313.611, and 3313.612 of the Revised Code, the | 7 |
board of
education of any city, exempted village, or local school | 8 |
district or the governing authority of any chartered nonpublic | 9 |
school
may grant a high school diploma
to any World War II veteran | 10 |
who is
a resident of this state if all of the following
apply: | 11 |
(a) The veteran left a public or nonpublic school located in | 12 |
any state prior to graduation
in order to
serve in the armed | 13 |
forces of the United States. | 14 |
(b) The veteran received an honorable discharge from the | 15 |
armed forces of
the United States. | 16 |
(c) The veteran has not been granted a diploma as provided | 17 |
in section
3313.61 or 3313.612 of the Revised Code, a diploma of | 18 |
adult education as provided in
section 3313.611 of the Revised | 19 |
Code, or a diploma under this section. | 20 |
(2) If a veteran who would otherwise qualify for a diploma | 21 |
under this section is deceased, the board of education of any | 22 |
school
district or the governing authority of any chartered | 23 |
nonpublic school may award such diploma
to the veteran | 24 |
posthumously and may present that diploma to a
living relative of | 25 |
the veteran.

(B) The governor's office of
veterans' affairs, in | 27 |
accordance with section 111.15 of the Revised Code, and with the | 28 |
advice and consent of the veterans advisory committee established | 29 |
under division (K) of section 5902.02 of the Revised Code, shall | 30 |
develop and adopt rules to
implement this
section. Such rules | 31 |
shall include, but not be limited to, rules
establishing | 32 |
procedures for
application and verification of
eligible veterans | 33 |
for a diploma under this
section. | 34 |
