A BILL
To enact section 122.98 of the Revised Code to create
the Aerospace and Technology Study Committee.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 122.98 of the Revised Code be enacted
to read as follows:
Sec. 122.98. (A) There is hereby created the Aerospace and
Technology Study Committee, consisting of the following members:
(1) Three members of the senate, appointed by the president
of the senate, not more than two of whom may be members of the
same political party;
(2) Three members of the house of representatives, appointed
by the speaker of the house of representatives, not more than two
of whom may be members of the same political party;
(3) Seven members representing the aerospace or technology
industry, the military, or academia. One such member shall be
appointed by the governor, and six such members shall be appointed
by majority vote of the six members representing the senate and
house of representatives. Of the six members appointed by the
representatives of the senate and the house of representatives,
one shall represent the central region, which is composed of the
counties of Delaware, Fairfield, Franklin, Knox, Licking, Logan,
Madison, Marion, Morrow, Pickaway, and Union; one shall represent
the west region, which is composed of the counties of Auglaize,
Champaign, Clark, Clinton, Darke, Fayette, Greene, Mercer, Miami,
Montgomery, Preble, and Shelby; one shall represent the northeast
region, which is composed of the counties of Ashland, Ashtabula,
Columbiana, Cuyahoga, Erie, Geauga, Huron, Lake, Lorain, Mahoning,
Medina, Portage, Richland, Stark, Summit, Trumbull, Tuscarawas,
and Wayne; one shall represent the northwest region, which is
composed of the counties of Allen, Crawford, Defiance, Fulton,
Hancock, Hardin, Henry, Lucas, Ottawa, Paulding, Putnam, Sandusky,
Seneca, Van Wert, Williams, Wood, and Wyandot; one shall represent
the southeast region, which shall represent the counties of Adams,
Athens, Belmont, Carroll, Coshocton, Gallia, Guernsey, Harrison,
Highland, Hocking, Holmes, Jackson, Jefferson, Lawrence, Meigs,
Monroe, Morgan, Muskingum, Noble, Perry, Pike, Ross, Scioto,
Vinton, and Washington; and one shall represent the southwest
region, which is composed of the counties of Butler, Brown,
Clermont, Hamilton, and Warren.
The legislative members of the committee shall be appointed
within ten days after the convening of the first regular session
of each general assembly, and the remaining members shall be
appointed within ten days thereafter. The term of all members
shall end on the thirty-first day of December of the following
year. Vacancies shall be filled in the manner of the original
appointment.
The committee shall elect from among its members a
co-chairperson from the house of representatives and a
co-chairperson from the senate, both of whom shall be from the
majority political party in their respective chambers.
(B) The duties of the committee shall include, but are not
limited to, all of the following:
(1) Studying and developing comprehensive strategies to
promote the aerospace and technology industry throughout the
state, including through the commercialization of aerospace and
technology products and ideas;
(2) Encouraging communication and resource-sharing among
individuals and organizations involved in the aerospace and
technology industry, including business, the military, and
academia;
(3) Promoting research and development in the aerospace and
technology industry, including research and development of
unmanned aerial vehicles;
(4) Providing assistance related to military base realignment
and closure.
(C) The committee shall compile an annual report of its
activities, findings, and recommendations and shall furnish a copy
of the report to the governor, president of the senate, and
speaker of the house of representatives not later than July 1,
2014, and the first day of July each year thereafter.
Section 2. The President of the Senate and the Speaker of the
House of Representatives shall appoint initial Senator and
Representative members of the Committee on or before thirty days
after the effective date of this act, and the Senator and
Representative members of the Committee shall meet and appoint the
remaining members of the Committee on or before thirty days
thereafter. The term of all members so appointed shall end on the
last day of the 130th General Assembly.
