BILL SUMMARY

·        Creates "Donate Life" license plates to promote organ, tissue, and eye donations.

CONTENT AND OPERATION

"Donate Life" license plates

Under the bill, the owner or lessee of any passenger car, noncommercial motor vehicle, recreational vehicle, or other vehicle of a class approved by the Registrar of Motor Vehicles may apply for issuance of "Donate Life" license plates.  The request for "Donate Life" license plates may be combined with a request for a special reserved license plate provided in current law.  Upon receipt of a completed application and compliance with the bill's requirements, the Registrar is required to issue to the applicant the appropriate vehicle registration and a set of "Donate Life" license plates with a validation sticker or a validation sticker alone when required by current law.

In addition to the letters and numbers ordinarily inscribed on the license plates, "Donate Life" license plates must bear identifying words or markings designated by Lifeline of Ohio, Inc., and approved by the Registrar.  "Donate Life" license plates must display county identification stickers that identify the county of registration by name or number.  (Sec. 4503.721(A).)

"Donate Life" license plates and validation stickers are issued upon payment of the regular license tax prescribed in current law, any applicable local motor vehicle tax, any applicable additional special reserved license plate fee, an additional $10 Bureau of Motor Vehicles fee, a $5 contribution (see below), and compliance with all other applicable laws relating to the registration of motor vehicles (sec. 4503.721(B)).

The Registrar must collect a $5 contribution for every new and renewal registration application received under the bill.  The Registrar must transmit this contribution to the Treasurer of State for deposit into the state treasury to the credit of the existing Second Chance Trust Fund.  The additional $10 fee is to compensate BMV for additional services required in issuing "Donate Life" license plates.  The Registrar must deposit all such fees into the state treasury to the credit of the existing State Bureau of Motor Vehicles Fund.  (Sec. 4503.721(C).)

The $5 contribution and the Second Chance Trust Fund

The bill requires the $5 contribution a person pays when obtaining or renewing "Donate Life" license plates to be credited to the existing Second Chance Trust Fund.  The Director of Health must use the money in the fund only for certain specified purposes, such as the development and implementation of local and statewide (1) public education programs about organ, tissue, and eye donation, (2) donor awareness programs in schools, and (3) programs to recognize donor families.  (Sec. 2108.15.)
