CONTENT AND OPERATION
The bill designates each September 22 as Emancipation Day, in honor of the anniversary of the issuance of the Emancipation Proclamation by President Abraham Lincoln on September 22, 1862 (R.C. 5.2234). The Emancipation Proclamation became effective January 1, 1863, and freed the slaves in all territory still at war with the Union.
