BILL SUMMARY

·        Requires each state institution of higher education to develop a plan for responding to threats or acts of violence on campus.

CONTENT AND OPERATION

The bill in brief

The bill requires each state institution of higher education, in consultation with law enforcement personnel and other emergency response personnel, to develop a comprehensive plan, or reevaluate and update an existing plan, to respond to serious threats or emergencies on campus involving a person possessing a deadly weapon or dangerous ordnance or other act of violence.  The plan must include procedures for notifying appropriate law enforcement personnel and other emergency response personnel and procedures for providing information about the threats or emergencies to students and employees in a timely and efficient manner.

Each institution must submit its plan to the Chancellor of the Board of Regents prior to the institution's first term of the 2007-2008 academic year.  The bill states that the plan is submitted to the Chancellor "for informational purposes."  Each institution must update its plan as necessary to reflect changing campus conditions and must submit the updated plan to the Chancellor in a timely manner.  (R.C. 3345.36.)

The bill applies to the 13 state universities, the Northeastern Ohio Universities College of Medicine, and all community colleges, state community colleges, technical colleges, and state university branches (see R.C. 3345.011, not in the bill).
