BILL SUMMARY

· Directs the Capitol Square Review and Advisory Board to promote the erection on the Capitol Grounds of a monument honoring the Ohio Tuskegee Airmen.

CONTENT AND OPERATION

The bill requires the Capitol Square Review and Advisory Board,[1] as one of its functions, to promote the erection on the Capitol Grounds of a monument honoring the Ohio Tuskegee Airmen (see COMMENT). The General Assembly may appropriate money to the Board, and the Board may accept donations of money, for that purpose. The Board cannot commence erection of the monument until, in the Board's opinion, sufficient funds are available in the Ohio Tuskegee Airmen Monument Custodial Fund (see below) to pay the cost of erecting the monument.

The bill creates the Ohio Tuskegee Airmen Monument Custodial Fund, which must be in the custody of the Treasurer of State but not be part of the state treasury. The Board is authorized to draw money from the Fund to erect the monument. (R.C. 105.411.)

COMMENT

"Tuskegee Airmen" is the popular name of a group of African American pilots who flew with distinction during World War II as the 332nd Fighter Group of the United States Army Air Corps. The Tuskegee Airmen received their training at Tuskegee and Maxwell Fields in Alabama.

[1] The Capitol Square Review and Advisory Board is a 13-member board that is granted sole authority to coordinate and approve any improvements, additions, and renovations that are made to the Capitol Square including, but not limited to, the placement of monuments and sculpture on the Capitol Grounds (R.C. 105.41(E)(1), not in the bill).
