BILL SUMMARY

·        Requires the Director of Transportation to designate portions of state highways, county roads, township roads, or municipal streets or highways in honor of each state highway patrol trooper, county sheriff or deputy sheriff, township constable or police officer, or municipal police officer who is or has been killed in the line of duty.

CONTENT AND OPERATION

The bill directs the Director of Transportation to do all of the following:

(1)  In consultation with the Director of Public Safety and the Superintendent of the State Highway Patrol, designate portions of state highways, with each portion not exceeding 20 miles in length, as a separate memorial highway in honor of each state highway patrol trooper who is or has been killed in the line of duty (R.C. 5501.70(A)(1)).

(2)  In consultation with the appropriate county sheriffs, designate portions of state highways, portions of county roads, or a combination of such portions, with each portion or combined portions not exceeding 20 miles in total length, as a memorial highway in honor of each county sheriff or deputy sheriff who is or has been killed in the line of duty (R.C. 5501.70(A)(2)).

(3)  In consultation with the appropriate township constable or chief of a township police department or district, designate portions of state highways, portions of county roads, portions of township roads, or a combination of such portions, with each portion or combined portions not exceeding 20 miles in total length, as a memorial highway in honor of each township constable or police officer of a township police department or district who is or has been killed in the line of duty (R.C. 5501.70(A)(3)).

(4)  In consultation with the appropriate chiefs of the law enforcement agencies of municipal corporations, designate portions of state highways, portions of county roads, portions of township roads, a combination of such portions, or a combination of such portions and a portion of a street or highway located within a municipal corporation, with each portion or combined portions not exceeding 20 miles in total length, as a memorial highway in honor of each police officer of a law enforcement agency of a municipal corporation who is or has been killed in the line of duty (R.C. 5501.70(A)(4)).

In acting under these provisions, the Director of Transportation may designate a portion of a state highway, county or township road, or street or highway located within a municipal corporation that has been given a statutory designation.  If this occurs, the portion of highway, road, or street at issue will have both names.  If the Director designates a portion of a highway, road, or street under the bill and that portion subsequently is given a statutory designation, the portion at issue will have both names unless the statutory designation expressly provides otherwise.  (R.C. 5501.70(B).)

When a portion of a highway, road, or street receives a designation under the bill, the Director of Transportation may erect suitable markers along it indicating its name (R.C. 5501.70(C)).
