BILL SUMMARY

·        Prohibits state institutions of higher education from requiring a student to purchase the institution's health insurance plan if the individual is already covered under a health insurance policy or health benefits plan.

CONTENT AND OPERATION

Operation of the bill

The bill prohibits any board of trustees, officer, or employee of a state institution of higher education from requiring an individual to purchase the student health insurance policy or student health care benefits plan offered by the institution as a condition of enrolling in the institution or as a condition of admission to student housing if the individual is already covered under a health insurance policy or health benefits plan.  The bill requires the individual to provide to the institution written proof of that coverage owned by the individual or the individual's spouse, parent, guardian, or custodian.  Under the bill, the institution may not require the health insurance policy to satisfy any standards regarding the amount of coverage or the amount of deductible prescribed in the policy or plan owned by the individual or the individual's spouse, parent, guardian, or custodian.  (R.C. 3345.023.)

State institution of higher education

Under the bill, a state institution of higher education includes Ohio's state universities[1] and community colleges, state community colleges, university branches, and technical colleges  (R.C. 3345.023 and 3345.011, not in the bill).
