BILL SUMMARY

·        Provides that any person who is a retired or honorably discharged veteran of any branch of the armed forces of the United States or the Ohio National Guard may be issued a new or renewal driver's license or state identification card without payment of any fee.

CONTENT AND OPERATION

New and renewal driver's licenses

Under current law, for a person 21 years of age or older the fee for a temporary instruction permit packet is $22 and the fee for such a person's first driver's license is $23.[1]  To renew a driver's license, the holder must pay a fee of $24.  These fees are composed of their respective base state fees plus a state surcharge of $12, a Registrar of Motor Vehicles or deputy registrar service fee of $3.50, a lamination fee of $1.50, and in some cases a vision screening fee of $1.  (R.C. 4507.23 and 4507.24.)

The bill provides that any person who is a retired or honorably discharged veteran of any branch of the armed forces of the United States or the Ohio National Guard may apply to the Registrar of Motor Vehicles or a deputy registrar for the issuance of a new or renewal driver's license without the payment of any fee, including any lamination fee or Registrar service fee or deputy registrar service fee.  The application must be accompanied by such written evidence that the applicant is a retired or honorably discharged veteran of a branch of the armed forces of the United States or the Ohio National Guard as the Registrar must require by rule.  (R.C. 4507.23(J)(1) and 4507.24(C)(2).)

These provisions do not apply to any of the following:

(A)  Anything having to do with the operation of commercial motor vehicles, including a commercial driver's temporary instruction permit ($25.50), a first commercial driver's license ($42), the renewal of a commercial driver's license ($43), and the skills portion of the commercial driver's license examination ($50);

(B)  A temporary instruction permit and examination ($22);

(C)  A duplicate driver's license ($19.50);

(D)  A motorcycle operator's endorsement ($23);

(E)  A motorized bicycle license or duplicate of a motorized bicycle license ($19.50).  (R.C. 4507.23(J)(2).)

State identification cards

Current law permits a person who does not hold a driver's license to apply for issuance of a state identification card.  The fee for the card is $8.50:  a base fee of $3.50, a Registrar service fee or deputy registrar service fee of $3.50, and a lamination fee of $1.50.  The fee for a duplicate or replacement identification card is $7.50:  a base fee of $2.50, a Registrar service fee or deputy registrar service fee of $3.50, and a lamination fee of $1.50.  (R.C. 4507.50(A).)

A disabled veteran who has a service-connected disability rated at 100% by the Department of Veterans Affairs may apply to the Registrar or a deputy registrar for the issuance of an identification card without payment of any fee, including any lamination fee.  An application made under this provision must be accompanied by such documentary evidence of disability as the Registrar has required by rule.  (R.C. 4507.50(B).)

The bill expands this provision to include any person who is a retired or honorably discharged veteran of any branch of the armed forces of the United States or the Ohio National Guard.  An application made under this provision must be accompanied by such documentary evidence of status as a retired or honorably discharged veteran of a branch of the armed forces of the United States or the Ohio National Guard as the Registrar may require by rule.  (R.C. 4507.50(B).)

[1] For persons who are issued a probationary driver's license or driver's license and are between 16 and 20 years of age, the fee varies from $24.25 to $19.25.
