BILL SUMMARY

·        States the General Assembly's intent to conduct deliberations on measures to improve the financial stability, quality, and accountability of the public education system.

CONTENT AND OPERATION

The bill declares that "in recognition of the critical importance to the well being of all Ohio's citizens and economic development of quality public education systems from pre-kindergarten through post-doctoral research," the General Assembly will conduct deliberations on measures to promote financial stability, enhance quality, and provide accountability in public education.  It further states that in conducting its deliberations, the General Assembly may consider (1) adopting stable, adequate, fair, and predictable funding mechanisms for public education, (2) establishing a system of transparency and accountability for community (charter) schools, (3) examining methods to reduce the reliance upon and frequency of property tax levies to fund education, and (4) any other matters the General Assembly considers relevant to enhance public education.  (Section 1.)
