BILL SUMMARY

·        Permits any active-duty member of the armed forces of the United States, following a service-related injury, to apply to the Registrar or a deputy registrar for a duplicate driver's or commercial driver's license without payment of any state fee.

CONTENT AND OPERATION

Current law permits a disabled veteran who has a service-connected disability rated at 100% by the Veterans Administration (now the Department of Veterans Affairs) to apply to the Registrar of Motor Vehicles or a deputy registrar for the issuance to that veteran, without the payment of any state fee, of any of the following items:

(1)  A temporary instruction permit and examination;

(2)  A new, renewal, or duplicate driver's or commercial driver's license;

(3)  A motorcycle operator's endorsement;

(4)  A motorized bicycle license or duplicate;

(5)  Lamination of a driver's license, motorized bicycle license, or temporary instruction permit identification card.

Documentary evidence of disability as the Registrar may require by rule must accompany any such application submitted for any of these items.  (R.C. 4507.23(I).)

The bill retains these provisions and also provides that following a service-related injury, any active-duty member of the armed forces of the United States, including reserve components and the National Guard, may apply to the Registrar or a deputy registrar for a duplicate driver's or commercial driver's license without payment of any state fee.  The application must be accompanied by such documentary evidence of injury or active-duty status as the Registrar may require by rule.  Evidence of a service-related injury for an active-duty member of the armed forces may be established by any relevant document from Department of Defense medical personnel.  (R.C. 4507.23(I)(2) and (3).)
