BILL SUMMARY

·        Requires the Ohio Housing Finance Agency to develop a program to provide housing for low-income grandparents who are guardians of grandchildren; have legal custody of grandchildren; or have adopted a grandchild after a parent's rights are terminated.

CONTENT AND OPERATION

Under current law, the Ohio Housing Finance Agency must develop programs under which it makes grants, loans, loan guarantees, and loan subsidies to counties, municipal corporations, townships, local housing authorities, and nonprofit organizations to assist in activities that will provide housing and housing assistance for specifically targeted low- and moderate-income families and individuals.  The Agency also may make loans, loan guarantees, and loan subsidies to private developers and private lenders for the same purposes.  The Agency is required to adopt rules necessary to implement the programs.

The bill requires the Agency to develop a program to provide housing for low-income grandparents and their minor grandchildren.  The housing must be located in complexes in which occupancy is limited to grandparents who (1) are guardians for grandchildren, (2) have legal custody of grandchildren, or (3) have adopted a grandchild after a parent's rights have been terminated.  The program is required to be implemented by the Agency within two years after the bill's effective date (but only to the extent that the agency has entered into contracts with persons to provide the housing by that time).

For the purpose of the bill, "grandparent" means a parent of a child's parent, the parent of a grandparent, or any person the Agency determines stands in the place of a grandparent.
