BILL SUMMARY

·         Creates nonresident college hunting and fishing licenses, and requires the fees for the licenses to be equal to the fees for resident hunting and fishing licenses.

CONTENT AND OPERATION

Current law generally requires persons who want to hunt or fish in the state to obtain a hunting or fishing license.  The fee for a hunting license for a person who is a resident of the state and is at least 18 years of age generally is $18 or $9 if the person is at least 66 years of age.  The fee for a hunting license for a person who is a nonresident of the state and is at least 18 years of age is $124.  However, if the person is a resident of a state that is a party to a reciprocity agreement with Ohio as authorized in current law, the fee is $18.  Similarly, under current law, the fee for a fishing license for a person who is a resident of the state generally is $18 or $9 if the person is at least 66 years of age.  The fee for a fishing license for a person who is a nonresident of the state is $39.  However, if the person is a resident of a state that is a party to a reciprocity agreement with Ohio as authorized in current law, the fee is $18.

The bill allows a nonresident of the state who is enrolled in an Ohio institution of higher education to apply for a nonresident college hunting or fishing license, as applicable, the fee for which is equal to the fee for a resident hunting or fishing license, that is, $18.  The bill requires the Chief of the Division of Wildlife in the Department of Natural Resources to adopt rules establishing procedures and requirements regarding verification of enrollment status for the purposes of issuing nonresident college hunting and fishing licenses.
