BILL SUMMARY

·         Allows counties to participate in a state employee health insurance plan sponsored by the Department of Administrative Services.

CONTENT AND OPERATION

Current law

Under current law, the Department of Administrative Services contracts with insurers to provide health insurance for state employees.  The law requires the Department, in consultation with the Superintendent of Insurance, to contract with an insurance company or health plan in combination with an insurance company, for health, medical, hospital, dental, or surgical benefits, or a combination of those benefits, for state employees, including elected state officials.  (R.C. 124.82(A).)  The Department also may contract with a health insuring corporation to provide benefits (R.C. 124.82(B)) or self-insure the benefits (R.C. 124.82(D)).  The Department also is responsible for determining the manner or combination of manners in which all or any portion of the cost, premium, or charge for the coverage may be paid; the Department may include in that determination the proration of health care costs, premiums, or charges for part-time employees (R.C. 124.82(C)).  Current law contains similar provisions by which a board of county commissioners may contract with insurers, or self-insure, to provide health insurance for county officers and employees and their immediate dependents (R.C. 305.171).

Operation of the bill

The bill allows boards of county commissioners to choose to provide health insurance benefits to county officers and employees and their immediate dependents through the plan offered by the Department of Administrative Services to state employees (R.C. 124.82(A) and (B) and 305.171(E)).  The bill additionally requires the Director of Administrative Services to adopt by rule procedures for county officers and employees' participation in the state policy or contract selected by the Department, including method of application, payment of benefits, and transfer of money (R.C. 124.82(G)).
