BILL SUMMARY

·         Creates the Special Task Force on Non-General Revenue Funds to evaluate funds in the state treasury from which transfers to the General Revenue Fund have been or may be made.

CONTENT AND OPERATION

Special Task Force on Non-General Revenue Funds

The bill creates the Special Task Force on Non-General Revenue Funds in response to a finding that the transfer of cash from non-General Revenue Funds (non-GRF) in the state treasury to the General Revenue Fund (GRF) has become a routine practice.  The bill also provides that the General Assembly finds that the state would benefit from a study of this practice with the goal of establishing criteria to govern such transfers and to ensure efficient administration of non-GRF funds.  Details regarding the Task Force's duties, procedures, and membership may be found below.

Evaluate funds in the state treasury from which transfers to the GRF have been or may be made

Final report to the Speaker of the House of Representatives, House Minority Leader, Senate President, Senate Minority Leader, and Governor required by July 1, 2010 (see COMMENT below)

COMMENT

The bill requires the Task Force on Non-General Revenue Funds to deliver a report to the leadership of the General Assembly and the Governor by July 1, 2010.  The bill should be amended to modify the reporting deadline.
