BILL SUMMARY
· Requires the Director of Development to compile an annual report about companies that are departing or have departed Ohio, and requires the Director to submit the report to the legislative leadership.
· Specifies the minimum information that is to be included in a report, including reasons that have caused companies to leave Ohio, with the goal of creating a model of company relocations.
· Requires the Director to develop a questionnaire to elicit information for the report from companies that are departing or have departed Ohio.
CONTENT AND OPERATION
The bill requires the Director of Development annually, not later than July 31, to compile a report identifying companies that formerly were based in Ohio and that, beginning in 2007, relocated outside Ohio. The report is to include, but is not to be limited to, all of the following information:
(1) The name of the departed or departing company;
(2) The line of business in which the company was or is engaged;
(3) The location in Ohio from which the company departed or is departing;
(4) The location to which the company departed or is departing;
(5) The date of the relocation;
(6) Reasons for the company's relocation;
(7) Overhead the company contributed to Ohio, such as employment, tax base, or community service;
(8) Costs incurred due to the company, such as tax incentives or nuisance; and
(9) Any other information the Director believes will help create a model of companies that are departing or have departed Ohio. (R.C. 122.09(A).)
The bill requires the Director to develop a questionnaire that may be submitted to and returned by companies that have relocated, or that are relocating, outside of Ohio in order to acquire the information that is required to be included in the report, including reasons the companies have decided to leave Ohio (R.C. 122.09(B)).
Upon completion of the report, the Director is required to submit a copy to the President, Minority Leader, and Clerk of the Senate and to the Speaker, Minority Leader, and Clerk of the House of Representatives (R.C. 122.09(C)).
