BILL SUMMARY

·         Requires the Director of Administrative Services to conduct a study of potential operating efficiencies in state government.

CONTENT AND OPERATION

The bill requires the Director of Administrative Services to conduct an efficiency savings study to seek General Revenue Fund savings while preserving and maximizing services.  The study must include a report and recommendations and do both of the following:

·         Assess the spending and operations of all statewide executive, legislative, and judicial branch offices and organizations.

·         Determine opportunities for efficiencies, while preserving and maximizing current levels of service, including savings stemming from lowering the ratio of supervisory to subordinate employees.  (Section 1(A).)

The Director must enter into a contract with an outside vendor to conduct the study.  The vendor must have expertise in operational efficiencies and savings, and must be compensated out of savings realized through implementation of the recommendations.  (Section 1(B).)

The Director must distribute a request for proposal not later than 30 days after the bill's effective date.  The request for proposal must define the terms for payment, including a maximum amount to be awarded in accordance with state procurement law.  (Section 1(C).)

The report must be completed not later than the earlier of 12 months after the contract's award or December 31, 2010.  The Director must distribute the report to the Governor, House Speaker, Senate President, and House and Senate Minority Leaders (Section 1(D)).
