BILL SUMMARY

·         Adds certain boxing events to the major sporting events for which the Director of Development may award grants to local governments hosting the events.

CONTENT AND OPERATION

State subsidy for hosting sporting events

The bill adds boxing competitions sponsored by the Golden Gloves of America, Inc., National Golden Gloves Tournament, the USA Boxing Association National Championships, and the International Boxing Association World Cup or World Championships to the list of major sporting events for which the Director of Development may award grants to counties and municipal corporations hosting the events.

Continuing law authorizes the Director of Development to make grants of General Revenue Fund money to counties or municipal corporations hosting major sporting events (specified below), beginning July 1, 2011.  The grant amount is to be based on the increased state sales tax revenue directly attributable to preparation for and presentation of the event in the game's market area, as determined by the Director.  Grants are available only if the increased state sales tax revenue is estimated to be greater than $250,000.  An individual grant may not exceed $500,000, and the total of all grants in any fiscal year may not exceed $1 million.  (R.C. 122.121, not in the bill.)

The "games" that currently qualify for grants are the following:  National Football League Super Bowls, World Cup soccer matches, NCAA championship games, NCAA football Bowl Championship Series games, the National Senior Games, the Olympic Games, and all-star games of the National Basketball Association, National Hockey League, and Major League Baseball.

To apply for a grant, a county or municipal corporation (the "endorsing" county or municipality) must contain a site that may be selected as the site for a major sporting event by the corresponding site selection organization, and must have entered into a joinder undertaking with the organization.  A "joinder undertaking" is a preliminary agreement that the parties will enter into a subsequent "joinder agreement" if the site selection organization selects the county or municipal corporation for the game site.  The joinder agreement sets forth "representations and assurances by each endorsing municipality or endorsing county in connection with the [site] selection."  (R.C. 122.12(A), (E), and (F).)

The bill adds Golden Gloves of America, Inc., the USA Boxing Association, and the International Boxing Association as site selection organizations with whom counties and municipal corporations may enter into joinder undertakings and joinder agreements.
