BILL SUMMARY

·         Requires a vendor that makes an expenditure on behalf of, in support of, or in opposition to a candidate or campaign committee to transmit a record of the expenditure to the campaign committee of the candidate upon whose behalf the expenditure was made.

·         Requires a campaign committee to report vendor expenditures on the relevant statement of contributions and expenditures.

CONTENT AND OPERATION

Vendor report of expenditures to campaign committee

The bill requires a vendor that makes an expenditure on behalf of, in support of, or in opposition to a candidate or campaign committee promptly to transmit a record of the expenditure to the campaign committee of the candidate upon whose behalf the expenditure was made.  The record must include the vendor's full name and address; the month, day, and year of the expenditure; the full name and address of the entity to whom the expenditure was made; the object or purpose for which the expenditure was made; and the amount of the expenditure.  (R.C. 3517.014.)  A "vendor" is any individual, party, or entity who is employed by, contractually related to, or otherwise affiliated with a candidate or a campaign committee that makes an expenditure on behalf of, in support of, or in opposition to, a candidate or campaign committee (R.C. 3517.01(B)(26)).

Campaign committee report of vendor expenditures

The bill requires a campaign committee to include in the relevant statement of contributions and expenditures the full name and address of each vendor to whom an expenditure was made and an itemized record of all expenditure information reported by the vendor as described above (R.C. 3517.10(B)(5)(e)).
