BILL SUMMARY

·         Requires the Ohio Director of Environmental Protection to adopt rules requiring the annual reports delivered to community water system customers to include information on the amount of water lost during transmission between source waters and consumers.

CONTENT AND OPERATION

Background

Pursuant to Ohio's primary enforcement responsibility exercised under the federal Safe Drinking Water Act and Ohio's current law requirement that the Director of Environmental Protection adopt, amend, and rescind rules to govern public water systems in order to protect the public health and welfare, the Director has adopted rules establishing requirements for reports by community water systems.[1]  The reports, which are to be delivered annually to customers, must include, for example, information about the source of the water; regulated contaminant levels, violations, and related health concerns; unregulated contaminant levels for which monitoring is required; and compliance with state primary drinking water rules. 

Under current law, "community water system" means a public water system that has at least 15 service connections used by year-round residents or that regularly serves at least 25 year-round residents.  "Public water system" means a system for the provision to the public of water for human consumption through pipes or other constructed conveyances if the system has at least 15 service connections or regularly serves at least 25 individuals.  "Public water system" includes any collection, treatment, storage, and distribution facilities under control of the operator of the system and used primarily in connection with the system, any collection or pretreatment storage facilities not under such control that are used primarily in connection with the system, and any water supply system serving an agricultural labor camp.[2]

Community water system annual report to include water lost during transmission

The bill requires the rules adopted by the Director of Environmental Protection pertaining to the annual report that a community water system must deliver to its customers to include information concerning the amount of water that is lost by the system during the transmission of water between the source waters utilized by the system to the consumers serviced by the system.
