BILL SUMMARY

·         Establishes the Career Training Workforce Development Grant Program to award grants to eligible students.

·         Allocates a portion of the casino license fees to finance the Program.

CONTENT AND OPERATION

Career Training Workforce Development Grant Program

(R.C. 3333.38, 3333.46, 3333.47, and 3345.32)

The bill establishes the Career Training Workforce Development Grant Program under which the Director of Development is to award grants to eligible students.  To be eligible to receive a grant under the Program, a student must meet both of the following conditions:

(1)  The student has an expected family contribution (i.e. what parents are expected to contribute to their child's education), as defined by the Chancellor of the Ohio Board of Regents under current law, of not more than $2,190.

(2)  The student is enrolled--in a bachelor's or associate's degree program or course of study in the fields of business administration or management, finance, information technology or application, health care, or hospitality--at either a private institution that holds a certificate of registration from the State Board of Career Colleges and Schools under R.C. Chapter 3332. (that is, a for-profit private institution or "proprietary school") or a private institution (such as DeVry University) exempt from such regulation as prescribed under current law.

The grants are to be awarded, in amounts determined by the Director, using moneys from the Career Training Workforce Development Grant Fund.  The Fund, which the bill creates in the state treasury, is to consist of 20% of the proceeds from the upfront license fees paid for the casino facilities authorized under Article XV, Section 6 of the Ohio Constitution.

 The Director is required to prescribe, by rule adopted in accordance with the Administrative Procedure Act (R.C. Chapter 119.), procedures necessary for the administration of the Program, including the following:

(1)  Application procedures for a grant;

(2)  Conditions and terms under which an eligible student may receive a grant;

(3)  Limitations on a grant award, including a maximum period of time for which an eligible student may receive a grant;

(4)  Calculations of the amount of a grant awarded to an eligible student;

(5)  Disbursement of grants to eligible students.

Lastly, the bill makes conforming changes in certain provisions of current law to recognize these grants as an additional source of student financial assistance.
