BILL SUMMARY

·         Designates the "Lance Corporal David Mendez Ruiz Memorial Highway," the "Senior Airman Alecia Good Memorial Highway," and the "Corporal Brad Anthony Davis Memorial Highway."

·         Requires the Director of Transportation to erect a sign for "Logan High School" and "Logan Middle School."

·         Requires the Director of Transportation to erect a directional sign for Hocking College.

CONTENT AND OPERATION

Memorial highway designations

The bill designates the following three memorial highways and allows the Director of Transportation to erect suitable markers along each highway indicating the designated name:

(1)  Part of Pearl Road in Cuyahoga County, from Denison Avenue to Memphis Avenue, as the "Lance Corporal David Mendez Ruiz Memorial Highway."[1]  Lance Corporal David Mendez Ruiz was killed in Iraq on November 12, 2005; he was 20 years old.

(2)  The portion of Interstate 77, within Broadview Heights only, as the "Senior Airman Alecia Good Memorial Highway."[2]  Senior Airman Alecia Good was killed on a training mission in the Gulf of Aden on February 17, 2006; she was 23 years old.

(3)  The portion of Interstate 480, within Garfield Heights only, as the "Corporal Brad Anthony Davis Memorial Highway."[3]  Corporal Brad Anthony Davis was killed in Iraq on April 22, 2009; he was 21 years old.

School signs at highway locations

"Logan High School" and "Logan Middle School"

The bill requires the Director of Transportation to erect a sign at the intersection of U.S. Route 33 and State Route 328 bearing the names "Logan High School" and "Logan Middle School."  The Director is required to erect the sign notwithstanding a requirement of the Revised Code for signs to conform to the Uniform Manual of Traffic Control Devices (which the Department of Transportation is required to adopt) and notwithstanding any conflicting standards in the traffic or engineering manuals of the Department.[4]  Under the Department's Traffic Engineering Manual, grade schools and high schools generally do not qualify for traffic generator signs.[5]

Hocking College

The bill requires the Director of Transportation to erect and maintain a "Hocking College" directional sign at the intersection of U.S. Route 33 and State Route 180.[6]  Colleges and universities may qualify for a traffic generator sign under the Department's Traffic Engineering Manual.
