RESOLUTION SUMMARY

·         Changes the location of the casino that is to be constructed in central Ohio, from Columbus to Franklin County.

CONTENT AND OPERATION

Background

State Issue 3 proposed a constitutional amendment by initiative petition to amend Ohio Constitution, Article XV, § 6 to authorize casino gaming in Ohio.  The constitutional amendment allowed for one casino each in Cincinnati, Cleveland, Columbus, and Toledo "to create new funding for cities, counties, public school districts, law enforcement, the horse racing industry and job training for Ohio's workforce."  The constitutional amendment specified the location of each casino on tracts of land within each of those cities.  The issue was adopted by electors of the state at the general election held on November 3, 2009.  Cuyahoga, Hamilton, and Lucas County voters approved the issue, but Franklin County voters rejected it.

Casino site change for central Ohio

(Section 6(C) of Article XV, Ohio Constitution)

The proposed constitutional amendment changes the location of the casino to be constructed in central Ohio, from a specified parcel of land in the downtown Arena District of the city of Columbus to a specified parcel of land in Franklin County, a 113.794-acre tract of land near the west side of Columbus identified as tax parcel number 140-003620-00.  The proposed new site is currently occupied by a closed Delphi Corporation auto-parts plant.

Election; effective date

The resolution provides that the proposed constitutional amendment must be submitted to the electors at the special election that is to be held on May 4, 2010.  If approved by a majority of the electors voting on the proposal, the proposed constitutional amendment will take immediate effect.
