Potential increase in administrative costs for support of the E-Book Higher Education Task Force

Note:  The state fiscal year is July 1 through June 30.  For example, FY 2009 is July 1, 2008 – June 30, 2009.

 

·        The bill creates the E-Book Higher Education Task Force and requires the Chancellor of the Board of Regents to provide administrative support.   The Board of Regents could incur increased administrative costs from its support of the task force.

Detailed Fiscal Analysis

 

The bill creates the E-Book Higher Education Task Force, consisting of five members appointed by the Chancellor of the Board of Regents (BOR).  The Chancellor must provide administrative support for the task force, which will study and provide recommendations for implementation of e-book programs at state institutions of higher education.  The task force must report its findings by April 1, 2009.  Following the task force's report, the Chancellor must begin implementation of e-book programs at all state institutions by July 1, 2009.  One year following the implementation of e-book programs, the task force will reconvene and report recommendations for possible improvements.

 

BOR may incur administrative costs to support the operations of the task force.  Depending on the task force's recommendations and the methods of implementing e-book programs, the program implementation could further increase the administrative costs of BOR and state institutions of higher education.
