Detailed Fiscal Analysis

 

The bill requires that any person seeking to establish a new Concentrated Animal Feeding Facility (CAFF) or seeking to increase the design capacity of any existing Concentrated Animal Feeding Facility provide written notification to the county commissioners or township trustees where the facility is, or will be located.  This written notification must be by certified mail, and include the following: the anticipated travel routes of motor vehicles to and from the facility and the anticipated number and weights of those vehicles. 

 

The notification and subsequent agreements between the CAFF owner and the county or township may include an explanation of the needed public infrastructure improvements.  However, this bill does not affect the terms of these agreements.  It merely expands the types of CAFFs that must notify from "major" facilities to all types.  The bill requires no direct action on the part of any political subdivisions, and therefore has no direct fiscal effect.
