bill allows the Department of Health to establish a complex regional pain
syndrome education and research program.
This is permissive. The
establishment of the program will likely be dependent upon the availability of
funding.

The bill designates November
as "Reflex Sympathetic Dystrophy Awareness Month" to promote reflex
sympathetic dystrophy syndrome, also known as complex regional pain syndrome
(CRPS). This provision does not require
any action by the state or any political subdivisions; thus, there will be no
fiscal impact.
The
bill also allows the Director of Health to establish a complex regional pain
syndrome education and research program in the Department of Health (ODH). The bill specifies what the program should
promote, if a program is indeed established.
Additionally, the bill specifies that the program should include a
public education component that would require ODH to put information on its web
site that promotes CRPS. ODH is to
notify boards of health, hospitals, clinics, and other health care providers
about the available information on its web site. The bill also states, to the extent that funds are available,
that the program must include a professional education component. ODH may accept grants, awards, and other
funds or appropriations for the program.
The establishment of this program is permissive. The establishment of the program will likely
be dependent upon the availability of funding.
