Detailed Fiscal Analysis

 

The bill changes all references in the Revised Code to "absent voter's ballots" to "early voter ballots."  This should not lead to ballot printing costs.  Under Section 3 of the bill, counties, which pay for ballot printing costs, are permitted to exhaust existing stocks of absent voter ballots for elections held on or after the bill's effective date.  In addition to ballots, there are other materials that may need to be replaced, such as applications for an absentee ballot.  As with ballots, counties would be able to continue using these documents and replace them with updated materials as supplies are restocked.
