Local Fiscal Highlights

 

·        The bill waives the requirement, under certain conditions, for a school district to make up days it was closed due to flooding during the 2007-2008 school year.  According to the Department of Education, Tuscarawas Valley Local School District in Tuscarawas County meets the bill's conditions.  Under the bill, this district will save the cost of making up the days schools were closed due to flooding and will avoid any potential state funding penalties if it does not make up these days. 


 


 

 

Detailed Fiscal Analysis

 

Continuing law generally requires that school districts provide 182 days of instruction during each school year,[1] except that districts are permitted to close schools for up to five days per year for public calamities without making up these days.  If districts close schools for more than five days in a school year, they must make up that lost instructional time.  If they do not make up the time, districts forfeit state aid for the next school year.  The bill waives the requirement to make up days schools were closed due to flooding during the 2007-2008 school year if a district meets certain conditions.[2]

 

According to the Department of Education, Tuscarawas Valley Local School District in Tuscarawas County is the only district that meets the bill's conditions.  Under the bill, this district will save the cost of making up the days schools were closed due to flooding.  If, on the other hand, the district is not able to make up the days, even without the bill's passage, the bill prevents the district from losing state aid in FY 2009.  Tuscarawas Valley receives approximately $5.8 million in state aid for FY 2008.
