Note:  The state fiscal year is July 1 through June 30.  For example, FY 2010 is July 1, 2009 – June 30, 2010.

 

·         The Capitol Square Review and Advisory Board (CSRAB) may incur additional negligible GRF costs for overtime pay for staff to set up the Statehouse for the State of the State address if it is held in the evening after regular working hours.

·         The Department of Public Safety (DPS) may incur additional negligible costs from the State Highway Safety Fund (Fund 7036) for the Ohio State Highway Patrol to provide security for the Statehouse and the Governor.

Detailed Fiscal Analysis

The bill requires that the Governor deliver the annual State of the State address on a weeknight at 7:00 p.m. instead of 12:00 p.m.  The bill's fiscal effect on the state would likely be limited to the Capitol Square Review and Advisory Board (CSRAB), which operates and maintains the Statehouse, and the Ohio State Highway Patrol, which provides security for the Statehouse and the Governor.

Capitol Square Review and Advisory Board

As a result of the bill, there may be additional costs incurred for overtime pay for CSRAB staff to set up, operate, and take down audio equipment and otherwise prepare the Statehouse and House Chamber for the Governor's address in the evening.  This would entail approximately five extra hours of work for five staff members at about $30 an hour, resulting in additional GRF costs of about $750.  This expense would be borne by GRF line item 874100, Personal Services, which covers the payroll and benefit costs for CSRAB employees.  The adjusted appropriation for this line item in FY 2009 is just under $2.0 million.

Ohio State Highway Patrol

The Department of Public Safety (DPS) may also incur negligible additional costs from the State Highway Safety Fund (Fund 7036) for the Ohio State Highway Patrol to provide security for the Statehouse and the Governor.  According to the Highway Patrol, it may be necessary to assign a captain to oversee a larger security detail for the event; however, any additional costs would likely not be more than $1,000.  It generally is possible to schedule troopers for security details for these kinds of events without incurring significant overtime or other costs.
