Local Fiscal Highlights

·         The bill increases the competitive bidding threshold for municipal park boards to contract for improvements from $10,000 to $25,000.  Fewer projects would be subject to the competitive bidding procedures in current law as a result of this change.

·         Although the bill could reduce the administrative expenses that park boards incur for reviewing and selecting bids, the bill has no effect on expenses park boards incur for placing bid notices in newspapers.  This is because the bill retains the $10,000 threshold that applies to newspaper notifications

Detailed Fiscal Analysis

The bill increases the competitive bidding threshold for municipal park boards seeking to contract for improvements from $10,000 to $25,000.  Increasing this threshold could potentially reduce some of the administrative costs that park boards incur for reviewing bids and selecting vendors by a small amount.  However, by retaining the $10,000 threshold that applies to the newspaper notification requirement, the bill would have no effect on the cost of bid notices that park boards are required to make in newspapers.
