·         The Bureau of Motor Vehicles could experience an increase in one-time costs for computer programming related to the requirements of the bill.  The Bureau has stated that any increase in expenditures related to the programming would likely be no more than minimal.

Detailed Fiscal Analysis

State fiscal effects

The bill would require an applicant for a motor vehicle registration to submit proof of financial responsibility to be submitted as a condition of registering a motor vehicle.  The Bureau of Motor Vehicles (BMV) could experience an increase in one-time costs for computer programming to record information to identify the applicant's insurance policy.  This information is not collected under current law.  A representative from the BMV has stated that any increase in one-time expenditures related to the programming for the computer systems used by the deputy registrars would likely be no more than minimal. 

The BMV also uses two additional methods of registering plates:  (1) mail-in registration and (2) online registration (oplates.com).  The Bureau is not aware whether the vendor contracted to handle mail-in registration will charge the BMV for changes to its system, but the oplates.com vendor will not charge the BMV for any changes.

The bill will not directly affect revenues or expenditures for political subdivisions.
