Detailed Fiscal Analysis
The bill changes the name of the Department of Mental Retardation and Developmental Disabilities to the Department of Developmental Disabilities, changes the name of the county mental retardation and developmental disabilities (MR/DD) boards to county boards of developmental disabilities, and makes similar name changes for the Joint Council on Mental Retardation and Developmental Disabilities, the Mental Retardation and Developmental Disabilities Developmental Center Closure Commission, and certain state and county funds.
Department of Mental Retardation and Developmental Disabilities
Ohio is one of seven (soon to be six) states in the country to currently utilize the term "mental retardation" in the name of the primary state agency, bureau, or division that oversees services for individuals with mental retardation and other developmental disabilities; on June 30, 2009 the Massachusetts Department of Mental Retardation will become the Department of Developmental Disabilities.
The Department of Mental Retardation and Developmental Disabilities will experience costs associated with changing the name of the Department to the Department of Developmental Disabilities as required by the bill. These costs will mostly consist of new signage for each of the Department's ten developmental centers and necessary modifications to computer applications to reflect the change. The Department estimates costs of about $175,000.
County boards of mental retardation and developmental disabilities
Most county MR/DD boards will experience costs associated with the name change to county boards of developmental disabilities as required by the bill. Ten of the state's 88 county MR/DD boards have already "unofficially" changed names and are doing business as county boards of developmental disabilities. These county MR/DD boards include Athens, Belmont, Delaware, Fulton, Harrison, Henry, Noble, Pike, Union, and Washington. Reported expenses for these county MR/DD boards included one-time minimal costs associated with signage, letterhead, and web site alteration to reflect the changed name. Estimates received by the Association of County MR/DD Boards to make similar changes to the remaining county MR/DD boards range from about $1,000 for Vinton County to about $400,000 for Cuyahoga County. The variance in cost is due to size and operational differences among the county MR/DD boards.
Councils, commissions, and various funds
Similar name changes are made by the bill to the Joint Council on Mental Retardation and Developmental Disabilities, the Mental Retardation and Developmental Disabilities Developmental Center Closure Commission, and various funds and line items. The Joint Council on Mental Retardation and Developmental Disabilities consists of six state legislators, three from each house, and assists the Director of MR/DD and the Citizen's Advisory Council in various capacities. The Mental Retardation and Developmental Disabilities Developmental Center Closure Commission exists only when the Governor is considering the closure of a state-run developmental center. Changing the name of these entities will have minimal, if any, fiscal impact on the state or local governments.
