Detailed Fiscal Analysis

The bill requires health insuring corporations (HICs), sickness and accident insurers, and public employee benefit plans to provide a written notice to all network health care providers, network pharmacies, network pharmacists, and persons covered under any affected plans prior to making certain changes to a prescription drug coverage.  The bill would have no direct fiscal impact on the state and local governments.

However, the requirement may minimally increase such insurers' administrative costs to provide the written notice.  Accordingly, such insurers may pass such costs through higher premiums to their customers, including state and local governments.  As a result, it may minimally increase costs for state and local governments to provide health benefits to employees and their beneficiaries.
