Detailed Fiscal Analysis

The bill permits any person 16 to 17 years of age to donate blood, with parental consent, in a voluntary blood program that is not operated for profit.  Under continuing law, any person 17 years of age or older may donate blood in such a program without parental consent.  The bill does not have a fiscal effect on the state or local governments. 

According to the National Conference of State Legislatures, approximately 16 other states have laws that permit 16-year-olds to donate blood, usually with parental consent.
