Detailed Fiscal Analysis
The bill directs the State Board of Education to recommend to the General Assembly performance standards for dropout prevention and recovery programs operated by school districts. The recommendations must be presented to the General Assembly within one year of the bill's effective date. These requirements may increase the administrative burden of the State Board and ODE. In March of 2008 the State Board adopted recommendations for performance standards for dropout and recovery community schools that qualify for a waiver of certain closure provisions in current law.
