Detailed Fiscal Analysis
The Ohio School Facilities Commission has three voting members (the Director of Budget and Management, the Director of Administrative Services, and the Superintendent of Public Instruction) and four nonvoting legislative members. Under current law, the Commission appoints an Executive Director, who serves at the pleasure of the Commission. Beginning on January 10, 2011, the bill requires the Governor, with the advice and consent of the Senate, to appoint the Executive Director, who serves during the term of the appointing Governor subject to removal at the pleasure of the Governor. This shift in responsibilities may result in a minimal shift in administrative burden from the Commission to the Governor's office. Also, the administrative burden of the Senate may increase due to the bill's additional oversight responsibilities, but this increase is not likely to be significant.
