· Counties will be reimbursed by the state for the costs of advertising. Therefore, there should be no net cost to the counties.
Detailed Fiscal Analysis
The resolution proposes to include a constitutional amendment on the ballot of the statewide general election on November 3, 2009. The proposed amendment, Section 43 of Article II of the Constitution of Ohio, would prohibit the General Assembly from enacting laws that (1) require citizens to obtain health insurance coverage, or (2) penalize citizens for choosing to obtain or decline health care coverage or for participating in any particular health plan.
The Secretary of State will incur approximately $300,000 for printing costs and unknown precinct costs in FY 2010 to include the constitutional amendment in the statewide general election. In addition, statewide local voting precincts may experience increased costs to put the amendment on the local ballot. The advertising costs incurred by the boards of elections will be reimbursed by the Secretary of State, if the constitutional amendment is the only issue on the ballot. However, if there are other local issues on the ballot, in addition to the statewide ballot, the Secretary of State may cover a portion of those costs. The advertising costs are likely to vary by county. In addition, a statewide advertising campaign will be needed to inform Ohioans about the ballot issue. These advertising costs will be paid for by the counties, but the expenditure will be reimbursed out of the state GRF.
If approved by the voters, the resolution could have indirect fiscal effects on the state and local governments. Such effects would primarily be related to public programs that reimburse medical providers for the cost of providing care to uninsured patients.
