Removes the appointment authority conferred by the House-passed version on the Minority Leaders of the House and Senate for two of the four legislative members of the proposed Local Government Public Notice Task Force; increase the number of appointments to be made by the Speaker of the House of Representatives and the President of the Senate to the Task Force from one to two members respectively; and require that at least one of the two appointments by the House Speaker and at least one of the two appointments by the Senate President be from a recommendation of the applicable Minority Leader (Section 1(A)(1) and (2)).

Correspondingly clarify that the House Speaker designates one of the Speaker's appointees as the Task Force's chairperson, and the Senate President designates one of the President's appointees as its vice-chairperson (Section 1(B)).
