Removes the amendment added by the House of Representatives that would have allowed the public members of a county family and children first council to designate an individual to serve on the county council in their stead.

Removes the county's juvenile court judge as a member of a county family and children first council.

Establishes the county's juvenile court judge as a judicial advisor who advises the county council on the court's utilization of resources, services, or programs provided by entities represented by the members of the council and how those resources, services, or programs assist the court in its administration of justice.

Requires the administrative agent of a county council to send notice of certain county council members' absences from county council meetings to the entity that the absent member represents.
