Removes the proposed term "air medical program" from the House-passed version, and restores the current term "air medical service organization" throughout the bill's Ohio Medical Transportation Board Law provisions (R.C. 4766.01, 4766.03, 4766.04, 4766.06, 4766.07, and 4766.17).

Changes in that Law the current requirement that an air medical service organization using rotorcraft air ambulances include in a license application the "aircraft Hobbs meter hour reading" by replacing that requirement with the "aircraft hours on airframe" (R.C. 4766.04(E)(6)).

Adds to the House-passed version authority for the Ohio Medical Transportation Board to adopt rules in accordance with the Administrative Procedure Act to authorize the temporary use of a vehicle or aircraft for which a permit is not possessed in back-up or disaster situations (R.C. 4766.07(A)).

Adds to the House-passed version provisions that expand the residency requirements for membership on the board of governors of a municipal hospital to include residents of the county or an adjacent county when necessary to secure qualified individuals (R.C. 513.10 and 749.18).
