Modified the House-passed version's township "transient vendor" registration provisions by also expanding the current definition of "transient vendor" to include persons who attempt to arrange an appointment for a future estimate or sales call (R.C. 505.94(B)(2)).

Added provisions to the House-passed version permitting townships to create additional reserve balance accounts for any purpose for which they may lawfully expend township money (R.C. 5705.132, 5705.35, 5705.36, 5747.51, and 5747.62).

Added provisions to the House-passed version (a) requiring a board of township trustees that has adopted noise control regulations for residential areas or D liquor permit premises to seek injunctions against violators, (b) authorizing specified law enforcement officers to issue cease and desist orders against D liquor permit premises that violate township noise control regulations, (c) prescribing the manner in which those cease and desist orders are to be confirmed in a civil action in a municipal or county court within 10 days or they otherwise are terminated, and (d) clarifying what D liquor permit premises as well as what other businesses or industries are subject to township noise control regulations (R.C. 505.172).

Adds to the House-passed version a provision from the Condominium Law to remove its current exemption of condominium developments from the Platting Law (R.C. 5311.02).
